If a claim has been granted by the City of Banks or another jurisdiction based on 1 or more land use regulations on a property or an application is denied or withdrawn prior to the issuance of a final order by the City Council, no application for the same or substantially similar compensation claim may be made by the owner or subsequent owner(s) of the subject property.
