A writ of review under O.R.S. 34.010 to 34.102 is the exclusive means to obtain judicial review of a final decision of the City Council under this subchapter and must be filed within 60 days of the date of the order provided under § 30.39. The owner of the real property that is the subject of the claim under this subchapter is a necessary party in such a proceeding.
