Unless otherwise provided in a franchise agreement, prior to issuance of a construction permit, the applicant shall pay a permit fee in an amount consistent with this chapter or as otherwise determined by resolution of the City Council. Such fee shall be designed to defray the costs of city administration of the requirements of this chapter.
