The Banks City Council declared a waiver of the 30 day waiting period after the first reading of this ordinance based upon the fact that the prior franchise agreement was to expire and a new agreement needed to be implemented before the 30 day period of time so as not to disallow the use and payment for the use of the public right-of-way.
