§ 100.21 LIMITATION ON PRIVILEGES.
   All rights and authority granted to the grantee by the city under this franchise are conditioned on the understanding and agreement that the privileges in the public ROW shall not be an enhancement of the grantee’s properties or an asset or item of ownership of the grantee.
