(A) If the Municipal Judge finds that the action of the law enforcement officer in taking the vehicle into custody was proper, the Municipal Judge shall enter an order supporting the removal.
(B) If the Municipal Judge finds that the action of the law enforcement officer in taking the vehicle into custody was invalid, the Municipal Judge shall:
(1) Order the vehicle released to the owner;
(2) Find the owner is not liable for towing or storage charges occasioned by the taking; and
(3) Order the city to satisfy the towing an storage lien.
(C) The action of the Municipal Judge is final.
