It is unlawful for any person to obstruct the free use and enjoyment of any park, enter with or place any straw, dirt, chips, paper, shavings, shells, ashes, swill, or garbage or other rubbish or refuse or debris in or upon any park. The foregoing prohibition shall not apply to the disposal of garbage or refuse that result from the normal use of the park for recreational or other lawful purposes.
