(A) City Council. The City Council shall have the power to establish water rates and charges and amend these rules and regulations as may be necessary for the efficient operation of the Water Department.
(B) Suspension of rules. No employee of the Water Department is authorized to suspend or alter any of the rules and regulations cited herein without specific approval or direction of the Council by resolution, except in cases of emergency involving loss of life or property or which would place the water system operation in jeopardy.
