§ 35.04 QUALIFICATION OF ELECTIVE OFFICERS.
   No person may fill an elective office of the city unless at the time of the election or appointment the person is a qualified elector of the state and has resided continuously in the city during the 12 months immediately preceding the election or appointment. A person, after taking office, must remain a resident of the city and qualified elector of the state in order to continue to hold the office. The City Council is the final judge on the qualifications and election of its own members.
