The city may at any time, without notice to the water user, shut off the water from any main or from any part or all of the water system for the purpose of making repairs or extensions, or for other purposes, and it shall not be liable for any interference with work or operation of business or other damage that may result from shutting off of water for the purpose of making repairs or for the purpose of laying or relaying mains, hydrants, or other connections.
