A. Whenever the city is presented with an application or request under this title or title 10 of this code for the city to approve a subdivision, development, or zoning issue, including, but not limited to, a variance, approval of a nonconforming use, rezoning of property, conditional use, building permit, planned unit development, or subdivision development, the applicant shall pay an application review fee fixed by resolution of the City Council.
B. In addition to the application review fee, the applicant shall reimburse the city for all out-of-pocket costs incurred by the city in the review and approval process, including, but not limited to, copying and reproduction costs, attorney and engineer fees, mailing and advertising costs, publication costs, and other costs specifically incurred by the city with regard to the subject application and project.
