1-5-1: ELECTION OF COUNCIL MEMBERS:
There shall be four (4) Council members elected at large to represent the City. At each general City election hereafter, two (2) Council members shall be elected from the City at large to serve for a term of four (4) years or until their successors are elected and qualified.
