9-1-3: BUILDING CODE BOARD OF APPEALS:
Any provision of the international building code notwithstanding, in the event the mayor and city council should not choose to appoint a board of appeals, then and in that event, the city council shall act as a board of appeals in all matters pertaining to said code.
