The sanitary service system of the city shall, by such means as the city council deems appropriate, collect and dispose of all garbage, rubbish, refuse, paper, glass, tin cans, crockery, ashes and other debris, and shall operate this service; and the rates and charges and regulations provided by this chapter shall be and remain applicable thereto until duly amended as provided by law.
