No person, without prior written permission from the City Commissioners, shall cause any temporary container, including but not limited to dumpsters, Bagsters, PODs, any temporary facility (such as temporary offices or restrooms), or shipping containers, to be placed, parked, or stationed on any street, alley, sidewalk, or other public way within the city. Each 24-hour period or part thereof that any temporary container is permitted to remain upon the public way shall constitute a separate offense.
