(A) Fees. The Commissioner of Public Services has discretion in deciding whether or not to charge a late fee, and discretion in setting the amount thereof, to any owner who fails to timely file a rental property registration application (or re-registration) under the terms of this chapter.
(B) Civil.
(1) Any person who shall violate any provision of this chapter shall subject the offender to a civil fine in an amount equal to two times the minimum fine prescribed in this chapter, with a minimum civil fine of $50 for each violation.
(2) The civil fine provided herein may be recovered by the city in a civil action in the nature of a debt if the offender does not pay the fine within 20 days after the offender has been cited for the ordinance violation. As used herein, "cited" shall mean notified of the violation and the fine in writing by an elected or appointed official of the city or the official attorney for the city. The civil fine may be used as an alternative to or in conjunction with the criminal fine authorized herein.
