§ 111.027 NATURE OF RIGHTS GRANTED BY ANY FRANCHISE.
   Franchises shall not convey title, equitable or legal, in the rights-of-way, and shall give only the right to occupy rights-of-way, for the purposes and for the period stated in this chapter, and as may be further modified by the franchise, in a nondiscriminatory and competitively neutral manner. No franchise may excuse the franchisee from obtaining appropriate access or attachment agreements before locating its facilities on another person’s facilities. All franchises shall be deemed to incorporate and be limited by the provisions of this chapter.
