In the event two or more customers are supplied with water from the same service pipe, if any of the parties fail to pay any water bill when due, or to comply with any rule of the city, the city shall have all rights and remedies against any of the “joint” users until such charge is paid, or the rules strictly complied with, all such services being deemed the joint obligation of all persons that are a part thereof.
