Any person authorized by the City Council to read water meters or make inspections shall be allowed free access at all reasonable hours to any building or premises where water is used. If such persons are not allowed such access, or dangerous conditions or animals on the premises prevent such access, the city, in its discretion, may estimate the water use, shut off the water, make additional charges, or take other action as may be necessary to determine water usage and operate the system. An additional fee of $15 shall be added to the billing statement when any person authorized by the City Council to read water meters is required to estimate the water use for any of the above stated reasons.
