(A) Unless otherwise applied by the Finance Office on any bill, all payments received by the city for water, sewer or other utility service (i.e., solid waste) shall be applied, irrespective of how designated by the customer, in the order of the oldest bill first, the next oldest bill, and the like.
(B) In the application of payments thereto, payment shall be applied in the following order:
(1) Deposit;
(2) Interest, if any, added to the bill;
(3) Late charges, if any, added to the bill;
(4) The sewer portion of the bill;
(5) Solid waste fee;
(6) Sales tax; and then
(7) The water portion of the bill.
