Any person authorized by the city shall have access at any time to all premises supplied with any water and sewer service by the city for the purpose of examination and repair, if necessary in order to protect the utility services from abusive use. If the owner or occupant of the premises does not consent to entry, the city may obtain a search warrant from a court of competent jurisdiction.
