Any person who violates any provision of this chapter shall pay a fine of $500 for each day in which a violation of this chapter occurs, which fine shall commence on the thirty-first day which written notice has been sent by certified mail, postage prepaid and return receipt requested or upon personal service of such written notice in the same manner as provided by law for a summons, and shall continue thereafter for each day until the property is in compliance with this chapter.
