There shall be appointed a Planning and Zoning Commission to make, adopt, amend, extend, add to, or carry out the policy, goals, and objective of the city to interrelated all functional and natural systems and activities relating to the development of the territory under its jurisdiction, such plan to be referred to as the comprehensive plan, and to recommend the boundaries of the zoning districts and appropriate regulations to be enforce therein.
