The City Council may issue a special malt beverage retailers license to any civic, charitable, educational, or fraternal organization in conjunction with a special event within the city for a fee of $5 per day. “Educational” does not include the public school system. The time period for such license shall be established by the City Council with the time period not to exceed 15 consecutive days.
