§ 93.55 DUTY OF OWNERS, INHABITANTS.
   It shall be the duty of the owners or inhabitants of all property in the city to keep the same free from noxious, unhealthy, and unsightly weeds or vegetation, as defined in § 93.02. However, the Tree Board or the City Council shall have the authority to grant exceptions hereto, as to normally unsightly weeds, grasses, or other vegetation, so long as the same does not pose a potential health or safety hazard to the general public, and then, only on account of peculiar circumstances or the particular lay of the land involved that makes maintenance or removal highly impracticable or impossible. The discretion of the Tree Board or City Council in granting or denying any such exception shall be final.
