The city, its designated officers or employees, and the Tree Board, its members and agents, shall have the authority to enter onto private property for the purpose of inspection for the possible discovery of any public nuisance as defined in § 93.36. Any such inspections may involve the State or District Forester or other appropriate governmental official and may include the taking of any specimen or sample for testing or closer analysis.
