Except as otherwise expressly provided in this section, all full-time officers and employees of the city shall be deemed, for all purposes, to be included within the city's personnel system, and such persons shall be referred to as employees in the "classified service." All employment rights and duties of employees in the classified service shall be subject to the provisions of this chapter and of the personnel rules and regulations of the city.
