The City Council shall establish by resolution, and from time to time may amend, the fees for the administration of this chapter. The city shall include in this resolution a health services fee schedule prescribing annual fees to be paid by the operator of each massage establishment, such fees to be paid directly to the Los Angeles County Health Department and retained by the county as reimbursement for said services related to this chapter. Fees required by this chapter shall be in addition to any other fees that may be required under any other chapter of this code.
