It shall be unlawful for any massage establishment or massage practitioner to provide, or to offer to provide, massage at any location except at the place of business approved in the permit for a massage establishment or massage practitioner; provided, however, that a massage establishment or massage practitioner may obtain a special endorsement to their respective permit specifically authorizing out-call massage services.
