Except as expressly provided in this code, each commission shall establish the time and place of its regular meetings. All the meetings shall be conducted in accordance with the provisions of the Ralph M. Brown Act codified in Cal. Gov't Code §§ 54950 et seq. Each commission shall adopt rules for the transaction of its business and shall keep a record of its proceedings, which shall be open for inspection by any member of the public.
