Whenever the owner of a lot desires to have a tree removed from an abutting parkway, he shall file a written request therefore for approval by the Director of Public Works. If the tree is found to be in good condition and the request is granted solely for the convenience of the applicant, then the full cost, including overhead, of the removal and replanting as necessary, shall be borne by the person making the request and the estimated amount, as determined by the Director of Public Works, shall be paid to the Director of Administrative Services before removal shall take place.
