The City Council, by resolution, shall adopt standard specifications for the construction, reconstruction, repair and maintenance of all public streets, pavement, curbs, gutters, sidewalk, drainage structures, traffic signals, sewers and related public works. Upon and after the adoption of the specifications, no person shall construct, reconstruct, maintain or repair any type of street work, as referred to in the specifications, except in conformity therewith.
