The Council shall reorganize and select one of its number as Mayor and Mayor Pro Tempore, on the following occasions commencing in 2024:
(A) In even-numbered years at the Council meeting at which the canvass of the results of the general municipal election are declared.
(B) In odd-numbered years at the first regular meeting conducted in the month of December.
(C) At such other times as a majority of the City Council shall order.
(D) This section shall not be amended or repealed except by a majority vote of the voters of the City of Baldwin Park at a regularly scheduled election.
