§ 52.04 RESPONSIBILITY FOR ADMINISTRATION.
   The responsibility for the Administration, oversight and implementation of this chapter is delegated to the Director of Public Works ("Director") for the City of Baldwin Park, and his or her authorized agent, deputy or representative.
