§ 117.13 PASSTHROUGH OF SURCHARGE FOR CAPITAL IMPROVEMENTS.
   Any landlord that expends money for capital improvements may pass through 50% of the expense to tenants over a five- year period based on the pro rata share of the total units. Any passthrough must be approved by the city based on a written request from the landlord. Landlord must provide factual basis in writing to the city.
