§ 37.03 USE OF REAL PROPERTY.
   Except as hereinafter provided, no person shall use any real property belonging to the city for any purpose other than in the conduct of city business. The City Manager shall establish appropriate rules and regulations for the use of public buildings and grounds by persons for private and/or semipublic purposes, which rules and regulations shall not take effect until approved by the City Council. This section shall not be deemed to prohibit the lease, sale or disposal of city property, if accomplished in accordance with applicable law.
