(A) It shall be unlawful for any person to drive or operate a vehicle on a street or highway at a speed greater than is reasonable and prudent under the circumstances then existing.
(B) It shall be unlawful for any person to drive or operate a vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.
(C) Any speed is lawful which is less than the prima facie maximum reasonable and prudent speed for the location, yet greater than any prima facie minimum reasonable and prudent speed for the location, but any speed in excess of such maximum or less than such minimum shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
(D) It shall be an exception to division (C) if a person operates a vehicle at a speed slower than the prima facie minimum reasonable and prudent speed for the location, in order to comply with Tex. Transportation Code § 545.351(c)(1) through (5), as amended, where there exists a hazard named therein.
(E) If the prima facie maximum reasonable and prudent speeds specified by Tex. Transportation Code § 545.352, as amended, have been superseded by prima facie maximum or minimum reasonable and prudent speeds established by the city, one or more appropriate signs giving notice of the city established speed must be erected at the location(s).
(F) Where no prima facie maximum reasonable and prudent speed requiring the erection of one or more appropriate signs giving notice has been established for a public street or highway within the city urban district, the prima facie maximum reasonable and prudent speed for such location shall be 30 mph as specified by Tex. Transportation Code § 545.352, as amended, unless a slower speed is required by § 545.351, as amended, where there exists a special hazard named therein.
