(A) All mobile home parks planned, designed, constructed and or opening in the city of Baird after the adoption of this chapter, and any extension and or addition to an existing mobile home park in the city, shall make written application to the city for a permit and for approval of a site plan for the mobile home park.
(B) All applications for mobile home parks must be submitted in writing on forms approved by the city and must be accompanied by a site plan and a non-refundable site plan review fee of $250. Mobile home parks and any permit application therefor shall be subject to the following requirements:
(1) A site plan, design, dimensions, and development plans to scale, to include:
(a) The property owners name, mailing address, telephone number, developers name, mailing address and telephone number;
(b) Location and address where park is to be located;
(c) Names of abutting and adjacent public streets;
(d) Number of spaces, space numbering and space dimensions;
(e) Utility easements, driveways, streets, sidewalks and recreational areas;
(f) Water and sewer plans depicting line locations, grade, size and supply source;
(g) Paving and drainage plans depicting directions and proposed specifications of runoff; and
(h) Park maintenance and improvements plan.
(2) Office. Every mobile home park shall have an office within the park, and shall be responsible for all registrations, occupancy, and maintenance of the park, and keep records thereof.
(3) Streets. All internal streets shall be constructed to the city’s standards and specifications. All internal streets shall be privately owned, built, and maintained by the mobile home park.
(4) Density. A mobile home park shall have no more than ten spaces per acre.
(5) Spacing. HUD-Code manufactured homes must have a minimum of 20 feet from the distance of any exterior wall to the closest exterior wall of the nearest manufactured home.
(6) Parking. Spaces must be constructed to provide a minimum of two off-street parking places within each space.
(7) Utilities. Each space shall have its own separate utility connection for water, sewer, telephone, electricity, and gas, unless otherwise unavailable to site.
(8) Disposal. Method of garbage and refuse disposal.
(9) Property restrictions. Any deed or other property restrictions affecting the property and location for the mobile home park.
(10) Compliance. Confirmation that all HUD-Code manufactured homes and or recreational vehicles placed on or located in the mobile home park will be in compliance with all other manufactred home ordinances adopted and amended by the city from time to time.
(C) Following submission of the permit application, site plan and the site plan review fee, the city shall conduct its review, including requests for additional information and any inspections, within a reasonable amount of time and either approve or deny the application. If the application is approved, the city will issue the permit to operate the mobile home park after payment of a permit fee of $500.
(D) It shall be unlawful for any person, firm or entity to operate a mobile home park within the city without first obtaining a valid permit issued by the city.
