(A) Placement of all HUD-code manufactured homes on single lots shall be such that the manufactured home is not less than 25 feet from any property boundary line abutting upon a public street or highway not less than eight feet from any other property boundary line and not less than ten feet from any other structure. Not more than one HUD-code manufactured home shall be placed on each lot and each lot must be at least 50 feet by 125 feet (50' x 125') in size. Since lots and acres are different in width and length size, the final written approval for each mobile home placement will be determined on an individual basis, by the City Council, after placement drawings and/or surveys, in addition to any other specified documents required by this chapter have been submitted and all applicable fees have been paid to the city.
(1) The design of the HUD-code manufactured home must be compatible with other dwellings in the area when compared to dwellings within a 1,500-foot radius measured from the corner of each lot/tract upon which the manufactured home will be placed. For purposes of this provision, a HUD-code manufactured home is deemed compatible if the materials that are used for its exterior roofing and exterior siding are similar to the materials used on one or more dwellings in the prescribed radius; provided, however, that a HUD-code manufactured home may still be deemed compatible even if these specific characteristics are not present.
(2) The HUD-code manufactured home shall have a minimum width of 16 feet and a minimum length of 40 feet; minimum square footage shall be 890 square feet.
(3) The tires, wheels, and suspension components of axels, shackles, springs and other protrusions beneath the frame must be removed.
(4) The HUD-code manufactured home must be permanently attached to a permanent foundation that conforms to the requirements of the Texas Department Of Housing and Community Affairs.
(5) A drawn plan indicating the proposed setback and other requirements of this chapter must be submitted to the city in addition to survey, clear deed, and plat information for councils review and approval.
(6) Guardrails constructed to prevent the passage of a four-inch sphere shall be required for a porch that is more than 30 inches above grade.
(7) The front door shall face the lot frontage, except when lot width is too narrow.
(8) All entrances to a mobile home shall be provided with permanent steps of pre-cast concrete, cemented bricks, or treated lumber, properly laid. The entrance to an attached deck or similar extension shall be considered as an entrance to a mobile home.
(B) All manufactured homes on single lots shall be required to conform to the skirting requirements as specified in this chapter. All manufactured home owners shall construct, provide or cause to be constructed or provided, adequate skirting around the lower outer perimeters of each manufactured home and attached structure or addition to each manufactured home. Such skirting shall be in place 60 days after occupancy of individual homes.
(1) Skirting shall be constructed of material deemed acceptable by City Council. Skirting must be suitable for outdoor exposure and contact with the ground. Plastic, or cloth of any type, shrubbery or shrubbery hedges shall not be acceptable.
(2) Skirting shall completely surround the outer perimeters of the manufactured home and attached structures or additions.
(3) Skirting shall be constructed in a manner so as to be permanently affixed in place around the manufactured home.
(4) Skirting must extend from the bottom of the manufactured home to the ground, with a height of no greater than three inches above ground level.
(5) Skirting may contain openings in the material used, but such openings shall not permit the passage of a sphere six inches in diameter.
(6) The area enclose by skirting may not be used for storage and must be kept free of debris at all times.
(C) HUD-code manufactured homes on single lots must have a driveway with off-street parking for a minimum of two vehicles. This parking may not be a grassy area but must be improved with all-weather surface material such as flexible base, concrete or asphalt.
(D) The address must be posted and visible from the street in front of the home.
(E) State license law requires that a licensed plumbing contractor do all the plumbing hookup of any HUD-code manufactured home. The city requires, in accordance with state law, that all plumbing hook-up work be conducted by a licensed plumbing contractor. Verification of this requirement must be delivered to the inspector.
(F) Sewer connections must meet the following requirements:
(1) A four-inch line with a four-inch trap;
(2) A four-inch two-way cleanout downstream of trap;
(3) Connection to trap shall be air tight and made by mechanical means; and
(4) Cleanout and trap shall be no more than four feet from the mobile home. Trap and cleanout may be under home only if there is a minimum 18 inches vertical and 30 inches horizontal clearance.
(G) Water connections must meet the following requirements:
(1) Shall not be less than 3/4 nominal size;
(2) Shall have an accessible shut-off valve, within four feet of the mobile home;
(3) Connection shall be made with PVC, copper, or qest, pex or equivalent; and
(4) Above grade connecting line from valve to home hook-up must be insulated.
(H) Gas connections must meet the following requirements:
(1) Gas piping shall be rigid black pipe and shall be the same size as the mobile home inlet;
(2) No gas lines may be buried under the mobile home;
(3) Each mobile home equipped for gas shall have a gas valve and electrically insulated union upstream of said valve;
(4) The riser shall be so located so that the horizontal piping from the riser to the mobile home does not exceed four feet;
(5) All gas piping shall be tested at a pressure not less than ten inches nor more than 14 inches water column and the appliance connections tested for leakage with soapy water or bubble solution; and
(6) LP gas connections (specific rules):
(a) In general, LP tanks shall be placed in accordance with LP-gas safety rules on file with the Texas Secretary of State’s office.
(b) Specifically, LP gas tanks shall not be placed closer than:
1. Ten feet from adjoining property lines;
2. Ten feet from roadways, highways, railroads, pipelines or utility right-of-ways including drainage easements;
3. Ten feet from the HUD-code manufactured home (if the ten-foot distance from HUD-code manufactured home cannot be obtained, the Director of Public works may, in accordance with state law, reduce the minimum to as little as three feet; and
4. Ten feet from any source of ignition.
(I) Electrical requirements must meet the following requirements:
(1) Power supply: must be permanent installation or of cord assembly type.
(2) Power cord assembly: must not be more than one 50 amperes, factor molded cord cap. Length of such assembly shall not exceed 36.5 feet in total length nor should be shorter than 21 feet. Cord assembly must be marked “for use with mobile home-50 amperes” or ‘for use with mobile home-40 amperes”.
(3) Meter loop: point of attachment from utility company shall be a minimum of ten feet above finished grade.
(4) Disconnect: shall be a minimum of 100 amperes for gas homes and weatherproof. Shall be a minimum of 200 amperes for all-electric homes and weather-proof.
(5) Underground feeders: wires or cables shall be protected by metallic conduit where exposed to physical damage.
(6) Ditches: underground installation shall be a minimum of 18 inches deep.
(7) Wire sizes: minimum fused service shall be 100 amperes, three each #4 THHN/THWN with one #8 AWG for ground to service the mobile home facility. An eight-foot ground rod must be driven and bonded to service disconnect, meter base, and HUD-code manufactured home with continuous continuity.
(8) Central air outside the home shall be connected by separate 100 amp service.
