The design and use of manufactured housing is an important factor in the choice of housing availability and becomes a public responsibility because public services must be provided. The city desires a harmonious community and recognizes that the health, safety and welfare of all it citizens must be fully preserved and protected. Therefore, the purpose and intent of this chapter is to provide safe, sanitary and suitable methods of construction and operation of manufactured homes and to protect the public health, safety and welfare of the citizens of the city.
