All persons keeping animals within the city shall keep the premises upon which such animal is kept clean and free from noxious and unpleasant odors and shall use some control measure at reasonable intervals so as to keep such premises free from flies, mosquitoes, fleas and other insects. Premises must further be kept clean of animal feces, trash, and the like as to not create noxious and unpleasant odors.
