It shall be the duty of the owner or keeper of each dog and cat owned, kept, possessed, harbored or allowed upon the premises of any such person and under such person's control in the city to have such dog or cat vaccinated (as defined herein) against rabies by a licensed veterinarian at least once every three years. The most recent rabies vaccination tag for the animal must be worn by the animal at all times. Such vaccination must be with a protective inoculation with antirabic vaccine recognized and approved by the U.S. Department of Agriculture given in an amount sufficient to provide immunity. It shall be unlawful for an owner or keeper of a dog or cat to fail to have all such animals vaccinated for rabies.
