If the city refuses to approve the issuance of a permit or revokes a permit issued under this subchapter, that action is final unless the applicant or permittee, within ten days after receiving notice of the action, files a written appeal with the City Secretary. Such appeal shall be heard by the City Council at its next regular meeting.
