§ 92.21  GROUNDS FOR REFUSAL.
   (A)   Intentionally makes a false statement as to a material matter in the permit application;
   (B)   Is a fugitive from justice;
   (C)   Is under a felony indictment;
   (D)   Has been finally convicted of a felony offense within the five-year period immediately preceding the filing of the application;
   (E)   Has been finally convicted of a misdemeanor violation of an explosives law or regulation within the two-year period immediately preceding filing of the application;
   (F)   Held a permit issued under this subchapter, which permit was previously revoked; or
   (G)   Failed to comply with the provisions of this subchapter in any manner under a previous permit.
