§ 92.20  APPROVAL OR REFUSAL GENERALLY.
   The city, through its designated representative, shall within a reasonable time following completion of the requirements in the preceding sections of this subchapter, approve or refuse to approve issuance of a permit hereunder. If the city refuses to approve issuance, the city shall notify the applicant of the basis of the refusal.
