(A) The Clerk-Treasurer shall attend all meetings of the Council. He or she shall keep the records of the Council and the minutes of each meeting. He or she shall also have custody of all papers, books and the like belonging to the Council.

(B) The seal of the Council shall be under the control of the Clerk-Treasurer, who shall have the authority to affix it to all instruments requiring it.
