(A) The owner or agent of an animal shall immediately remove the animal’s excrement from public or private property, excepting a handicapped person working with a guide dog.
(B) The owner or agent walking his or her dog(s) outside of his or her real property limits must have in his or her possession a “pooper scooper,” plastic bag, or similar device to pick up the dog’s excrement if deposited while on the walk.
