§ 50.041  PROCEEDINGS FOR CHANGING RATES AND CHARGES FOR UTILITY SERVICE.
   Prior to changing any rates and charges for utility service, the Town Council and the Utility Board shall:
   (A)   Hold a public hearing;
   (B)   Publish a notice of the hearing at least 1 time in a local newspaper at least 10 days prior to the hearing;
   (C)   Post a notice of the hearing in at least 3 public places within the corporation limits of the town;
   (D)   Specify in the notice the date, time, place, and purpose of the hearing;
   (E)   At the hearing make all of the information available to the public regarding the proposed changes, and shall accept discussion and/or comments from those in attendance;
   (F)   Shall take into consideration all of the evidence presented and then shall prepare an ordinance which shall state the changes to be made; and
   (G)   Present for action by the Town Council the ordinance for the changes at the next regularly scheduled meeting of the Council.
