§ 111.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALCOHOLIC BEVERAGE. Any beverage containing at least 0.5% alcohol by volume including, but not limited to, malt beverages, unfortified wine, fortified wine, spirituous liquor and mixed beverages.
   BLOCK. The portion of any street lying between its intersections with other streets.
   FORTIFIED WINE. Any wine, of more than 16% and no more than 24% alcohol by volume, made by fermentation from grapes, fruits, berries, rice or honey; or by the addition of pure cane, beet or dextrose sugar; or by the addition of pure brandy from the same type of grape, fruit, berry, rice or honey that is contained in the base wine and produced in accordance with the regulations of the United States.
   GROUP DEMONSTRATION. Any assembly together or concert of action between or among two or more persons for the purpose of protesting any matter or of making known any position or promotion of the persons, or of or on behalf of any organization or class of persons, or for the purpose of attracting attention of the assembly.
   MALT BEVERAGE. Beer, lager, malt liquor, ale, porter and any other brewed or fermented beverage containing at least 0.5%, and not more than 15%, alcohol by volume. Any MALT BEVERAGE containing more than 6% alcohol by volume shall bear a label clearly indicating the alcohol content of the malt beverage.
   PARADE. Any assemblage of two or more persons participating in or operating any vehicle in any march, ceremony, show, exhibition or procession of any kind in or on the public streets, sidewalks, alleys, parks or other public grounds or places.
   PERMIT OFFICIAL. The Town Manager or his or her designee shall serve as the permitting official.
   PICKET LINE. Any two or more persons formed together for the purpose of making known any position or promotion of the persons or on behalf of any organization or class of persons.
   PRIVATE EVENTS. Events open to a limited population based on age, membership or other pre- qualifying characteristic.
   PRIVATE PROPERTY. Land and/or structures owned and operated by a private individual(s), company, social organization or other entity that is not a governmental organization.
   PUBLIC EVENTS. Events open to the general public with or without an entrance cost, without any type of prerequisite, membership or qualifying characteristic.
   PUBLIC PROPERTY. Land and/or structures owned and operated by a government entity, including county facilities in and near town, the use of which may have an impact on town streets and services.
   STREET EVENT. Any public or private event that requires the closure or partial closure of a public street, right-of-way or involves participants walking, bicycling or otherwise traveling within the street right- of-way in a volume, concentration, duration or other manner greater than routine daily use.
   TOWN-SPONSORED EVENT. Any event partially or wholly sponsored by the town with any use of uncompensated town services beyond that of public safety or other similar services.
   UNFORTIFIED WINE. Any wine of 16% or less alcohol by volume, made by fermentation from grapes, fruits, berries, rice or honey; or by the addition of pure cane, beet or dextrose sugar; or by the addition of pure brandy from the same type of grape, fruit, berry, rice or honey that is contained in the base wine and produced in accordance with the regulations of the United States.
