(A) It shall be unlawful for any person having custody of a horse to allow or permit said horse to enter or remain upon any public sidewalk within the municipal limits of the town.
(B) The term PERSON HAVING CUSTODY OF A HORSE shall be deemed to include any person riding, guiding or leading a horse, any owner or other person having permanent or temporary custody of a horse, any person into whose custody a horse has been placed or any person having control of a horse.
